What is checked on the ledger
The payout account exists. An XRPL account must be activated with the XRP reserve; a payment to an address that was never activated fails.
It accepts payments. No Deposit Authorization (which refuses payments from anyone not pre-authorised), and a destination tag in the challenge when the account requires one.
The trust line. For RLUSD (or another issued token) the payout account needs an unfrozen trust line to the issuer, or it cannot receive the token.
The real RLUSD. A token called RLUSD from another issuer than Ripple's (rMxCKbEDwqr76QuheSUMdEGf4B9xJ8m5De) is flagged.
